Top legislator calls for effective law enforcement

BEIJING, Jan. 26 (Xinhua) -- Top Chinese legislator Wu Bangguo has stressed law enforcement after the establishment of the socialist legal system with Chinese characteristics.

With the establishment of the system, problems in law enforcement have become more prominent and aroused concern, Wu said Monday at a seminar on the establishment of China's socialist legal system.

The text of the speech by the chairman of the Standing Committee of the National People's Congress (NPC) was released by the NPC Wednesday.

In the speech, Wu said efforts must be made to ensure the effective enforcement of the Constitution and the nation's laws.

"No organization or individual is above the Constitution and the nation's laws. All acts that violate the Constitution or the law must be punished."

He stressed administration according to law and judicial justice.

The awareness of law and the rule of law should be promoted among all members of society, to ensure effective law enforcement, Wu said.

He urged leading cadres and state organ staff to take the lead in obeying the Constitution and the nation's laws.

He said members of the public should be taught to safeguard their legal rights.

As of 2010, a total of 236 national laws, more than 690 administrative regulations and more than 8,600 local laws and regulations have been enacted, forming a multi-tier socialist legal system with Chinese characteristics, a significant achievement in the development of China's socialist legal system.

The establishment of the socialist legal system with Chinese characteristics is of great importance, since the system is the legal basis for the nature of socialism with Chinese characteristics, Wu said.
