China's top legislature begins bi-monthly session to mull draft laws

  BEIJING, April 21 (Xinhuanet) -- China's top legislature, the Standing Committee of the National People's Congress, has begun its bi-monthly session in Beijing. Legislators are discussing various draft amendments, including those for laws covering drunk driving and personal income tax.

  The meeting, chaired by top legislator Wu Bangguo, reviewed the administrative coercion law and heard a draft amendment aiming to limit its illegal application.

  Over the next two days, lawmakers will mull amendments to several articles of the Construction Law and Coal Law, to ensure unified injury insurance for construction workers and coal miners. They will also examine the State Council's reports on the reform of the country's collective forest rights system, and the law publicity and education program.

  One of the most anticipated draft amendments is for tougher drunk driving penalties under the Road Traffic Safety Law. Another is for raising the personal income tax threshold for low and middle income earners, to pave the way for tax cuts.
