Top legislator urges improvements in quality of life and local industries in southern Guangxi

BAISE, Guangxi, April 29 (Xinhua) -- Government spending and efforts should be directed toward improving citizens' lives and developing local industries in rural areas of southern China's Guangxi Zhuang Autonomous Region, said China's top legislator Wu Bangguo.

Wu, chairman of the Standing Committee of the National People's Congress, made the remarks during a two-day inspection tour in Guangxi's city of Baise, which he last visited in 2008.

During a Friday morning visit to a local ethnic minority community, Wu said he was pleased to see that residents there are living in quality homes with access to potable water and the Internet.

When he first visited the community in 2008, housing, food, drinking water and transportation for local people were all in very poor condition, he said

Resident Huang Rongbing told Wu that the local government provided allowances for them to build their new houses, and that his family of six earned more than 20,000 yuan (3,082 U.S. dollars) last year, a large amount in comparison with 2007's local per capita income of 960 yuan.

"In addition to improving people's lives, government spending should also be used to develop the local economy and improve people's livelihoods," Wu said.

Efforts should be made to promote vocational education and train farmers to become more competent workers in order to help them raise their incomes, he said.

"The government should promote local industries as well, to generate more jobs," Wu said.

During his inspection of a local agriculture company, Wu urged business owners to improve the quality of their agricultural products.

Special attention should be paid to the monitoring of soil and water quality in order to provide safe and environmentally friendly foods, Wu said.

During a visit to a local agricultural market, Wu said that he appreciated a financial pilot project which has made financial services available to farmers in the area.

Wu also inspected a chemical company, where he urged the intensification of safety measures and the development of a recycling economy, as well as the reduction of environmental pollution and increased production efficiency.

Wu also visited lcal schools and called on the local government to continue to focus on compulsory and vocational education for students there.

"Efforts should be made to lift the quality of education for students in rural areas and improve their competitiveness in the job market," he said.
