In accordance with the nomination of Chairman Hu Jintao of the Central Military Commission of the People's Republic of China, the First Plenary Session of the Tenth National People's Congress decided on March 16, 2003:
Appointing Hu Jintao, Guo Boxiong, and Cao Gangchuan Vice-Chairman of the Central Military Commission of the People's Republic of China;
Appointing Xu Caihou, Liang Guanglie, Liao Xilong and Li Jinai member of the Central Military Commission of the People's Republic of China.
