One phone number for all emergencies

Beijing is to announce a single phone number for emergency help this month.

The draft of the Implementation Regulation of the Law on Response to Emergencies is now under review by the standing committee of the 13th Beijing Municipal People's Congress, and is expected to be approved.

Luan Shubin, a press officer with the standing committee, said the regulation emphasizes a safe Beijing Summer Olympics and at developing a long-term mechanism for emergency help.

In China, there are many different emergency phone numbers, such as 110 for police, 119 for fire, 120 for medical aid, and even different numbers for the utilities.

According to the draft, Beijing will have to have ready at all times, emergency rescue equipment, disposal facilities, and every day living necessities.

A unified early-warning information platform will be established, supported by meteorological departments.

"Beijing will collect all information and gradually get connected to the emergency monitoring and response systems of the State Council as well as the ministries and national agencies," Luan said.

The draft, which contains nearly 90 articles, especially emphasizes emergency response to incidents at railway and bus stations, sports venues, theatres, singing and dancing halls, hospitals, markets, hotels, restaurants, tourist sites and Internet cafes.

In addition, health departments will have to set up psychological counseling units and have professional staff.

The draft also stipulates that the Beijing municipal government must investigate, register and conduct risk evaluations of dangerous resources, and order relative departments to adopt safety measures.

District governments must establish emergency response committees to shoulder the main responsibilities.
