Chinese leaders join discussion with lawmakers

  BEIJING, March 11 (Xinhua) -- Chinese top legislator Zhang Dejiang and other senior leaders on Tuesday joined lawmakers at the ongoing annual session of the National People's Congress (NPC), in discussion of topics ranging from scientific development to supervision on discipline inspectors.

  In a discussion with lawmakers from north China's Hebei Province, Zhang Dejiang, chairman of the NPC Standing Committee, asked officials to fully recognize the significance of structural adjustment in the region's scientific development.

  Zhang urged them to ride on efforts in tackling air pollution, ease overcapacity and enhance industrial concentration to accelerate the economic upgrading.

  He also encouraged the province to capitalize on opportunities arising from the country's strategic move to better integrate Beijing and its neighboring Tianjin Municipality and Hebei Province, to undertake industrial transfer and foster modern industrial system to achieve new growth while enhancing quality and efficiency.

  Liu Yunshan, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, said all the work depends on the grassroots units when joining a panel discussion with lawmakers from northwest China's Gansu Province.

  Liu called for strengthening work at grassroots levels when implementing the mission of reform and development.

  Wang Qishan, head of the CPC disciplinary organ, urged for enhanced self-monitoring and supervision of the country's discipline inspectors while joining a panel discussion with lawmakers from the southwestern Sichuan Province.

  "To forge iron, one must be strong," he said, adding that the CPC Central Commission for Discipline Inspection has decided to set up an office within the commission to oversee China's discipline inspectors.

  At a panel discussion with NPC deputies from central China's Hunan Province, Vice Premier Zhang Gaoli urged officials to seek innovation-driven development and promote industrial restructuring.

  Zhang called on local authorities to push energy-saving and cost-reducing, properly address air, water and soil pollution, and carry out urbanization in an active and prudent manner.
