"Chairman Xi Jinping's emphasis on the need to bear in mind the key point of being capable of fighting and winning battles grasps the fundamental issue of military construction," said Du Benyin, PLA deputy to the NPC and political commissar of a submarine base of the Navy of the Chinese People's Liberation Army (PLA). "In the final analysis, the function and mission of a serviceman is to fight."

According to this former naval commander who used to lead the Chinese naval escort taskforce to sail to the Gulf of Aden and the waters off the Somali coast to perform escort missions, "the dream of a powerful military and the dream of a strong country are connected." China has currently formed a pattern of being fully open to the world with highlighted issues regarding energy resources, oversea assets, strategic maritime channels and safety of overseas personnel together with new requirements proposed on safeguarding national security and interests. The Chinese armed forces and the Chinese soldiers must adapt to these new requirements and make their due contributions.

As a commander of a first-line transport aviation troop unit under the Air Force of the PLA, Liu Wenli, PLA deputy to the NPC and deputy commander of an aviation division under the PLA Air Force, expressed the same profound feeling about this. She once flew a plane to Pakistan, Afghanistan, Thailand, and other places to carry out humanitarian missions of transporting relief supplies and project troop units to participate in military exercises.

Reporter learned from a proposal submitted by Deputy Liu Wenli that the transport aircraft force of the PLA Air Force has recently expanded its application range from domestic to overseas, upgraded its projection pattern from regions of neighboring countries to intercontinental and transoceanic regions, and extended the task background from military exchange to international humanitarian relief and the like.

"It can be said that the transport aircraft force of the PLA Air Force is a military force maintained for a thousand days and used for a thousand days," said Liu Wenli. Whether it was in the evacuation of Chinese nationals from Libya, the earthquake relief operations in Wenchuan and Yushu, or the air transport of the relief supplies to aid foreign countries, the transport aircraft force of PLA Air Force has been frequently dispatched in recent years, and has successfully accomplished all the tasks entrusted by the Communist Party of China (CPC) and the Chinese people.
