Chinese President Hu Jintao and other senior leaders joined panel discussions respectively with national legislators at the annual session of National People's Congress (NPC) in Beijing Sunday.

At a panel discussion of the Tibetan delegation to the NPC, China's top legislature, Hu said the Tibet Autonomous Region must maintain social stability and push forward reform to achieve sound development.
"Meticulous efforts must be paid to the tasks of reform, development, and stability to boost leapfrog development and maintain perennial stability in Tibet," he said.
Hu stressed the fostering of the region's peculiar and competitive industries, development of modern agriculture and animal husbandry,improving infrastructure, and environmental protection in achieving leapfrog development.
He also called for greater government funding for public service programs and for remote, agricultural, and pastoral regions in Tibet.
The president was with the Tibetan delegation to deliberate a government work report and the country's new five-year blueprint delivered at the Fourth Session of the 11th NPC.

At the panel discussion with the NPC delegation from south China's Guangdong Province, top legislator Wu Bangguo called for greater efforts to embrace innovation in economic development and accelerate the transformation of the region's economic pattern mainly driven by reform and opening up.
Wu, chairman of the NPC Standing Committee, urged Guangdong to play a leading role in seeking institutional innovation, building a modern industrial system, realizing common prosperity and achieving a coordinated and balanced development with improved ecological environment.

Premier Wen Jiabao attended a discussion with NPC deputies from northwest China's Gansu Province which suffers severe water shortages.
"Water shortage is the bottleneck in Gansu's social and economic development," he said.
The water issue can be resolved through saving water and diverting water from other areas properly while accelerating the popularization and application of water-saving technologies, Wen said.
Stepped-up efforts should be made to prevent and control desertification and check the deterioration of ecological environment, he said.
The premier also called for speeding up efforts to relieve poverty, particularly in areas with special difficulties.

"This year is an important year to advance cross-Strait relations in an orderly, steady and sound manner," said top political advisor Jia Qinglin, when discussing with political advisors from the Revolutionary Committee of the Chinese Kuomintang, the Taiwan Democratic Self-Government League and the All China Confederation of Taiwan Compatriots.
Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference, underlined the importance of safeguarding the peaceful development of cross-Strait relations and consolidating the achievements and basis accomplished in developing cross-Strait relations.
Jia also underscored the significance of ensuring more people on both sides of the Taiwan Strait benefit from cross-Strait relations development.

In his panel discussion with the NPC deputies from Hong Kong, Vice President Xi Jinping noted that the draft of the 12th five-year program defines Hong Kong's role in national economic development and states supportive policies for Hong Kong's development, which will have a positive impact on Hong Kong's prosperity.
Xi said he hoped all circles in Hong Kong will reach consensus and join hands with their mainland compatriots to strike a bright future.
While attending the panel discussion of NPC deputies from Macao, Xi said that implementation of the 12th five-year program will create opportunities for Macao to accelerate its development and enable it to play a bigger role in national development.

In the discussion with national legislators from northeastern Liaoning Province, Vice Premier Li Keqiang said that given the new changes of domestic and international situation, it is important to pursue scientific development and step up economic restructuring.
Li spoke highly of the achievements of Liaoning during the 11th five-year plan period and said he hoped it would become a forerunner in revitalizing old industrial bases.
He also called for efforts to promote the social undertakings that can make a real difference in people's livelihood.

When discussing with NPC deputies from the Heilongjiang delegation, Zhou Yongkang, secretary of the CPC Central Commission for Political and Legal Affairs, stressed the importance of social stability to accomplishing all tasks in the next five years.
"Otherwise, nothing could be done, and what have been achieved could be lost," he said.
Zhou urged greater efforts to enhance social stability through implementing the scientific outlook on development and making sure the economy grow in a more balanced and sustainable manner.
Zhou also called for cemented social stability through improving people's livelihood, upholding social justice and narrowing gaps between different regions and income groups.
Zhou urged more efforts to build the province into a state-level pilot zone of modern agriculture and important bases of green food, raw materials of energy and equipment manufacturing.
He said that he also hoped Heilongjiang would become a major hub of cooperation between China and Russia.
