Swedish Daily Svenska Dagbladet Friday published a two page article saying that China decides to control growth rate in the coming five years while commenting on the forthcoming National People's Congress on Saturday.

The article said that the National People's Congress to be opened on Saturday will discuss China's next five year plan with the goal of realizing balanced development with a slower rate.

"Now the emphasis is on environment, energy saving, life quality, narrow the gap between the rich and the poor, increase domestic consumption and transformation of enterprises to high tech and high added value type," the article said.

It said that at least China has changed in terms and want to control growth rate at 7 percent.

According Premier Wen Jiabao, it is not enough to realize GDP growth, another criteria for good development is the happiness and satisfaction of the people.

"The slowdown of speed sends out a signal that China wants to balance the economy," the article analyzed.

Over the past years, many provinces in China realized a growth rate which is over 10 percent. Now it will change from the model of relying on industrial production, export and investment to high-tech and innovation, domestic consumption, service, reducing income gap and development quality is more important.

Experts have calculated that China's energy efficiency is relatively low and costs 4 percent of GDP every year. Now China wants to invest more on renewable energy, new infrastructure and green energy technology so that China will grow greener and more efficient.

Another important sector to be discussed will be tax reform and establishment of social security as well as controlling real estate prices. This will be an important measure to narrow income gap and protect low income group.

The article also predicted the leadership of the coming generation in China.
