Agendas and priorities of upcoming NPC outlined

China's top law-making body has outlined agendas and priorities ahead of the opening of its plenary sessions. Li Zhaoxing, spokesman for the National People's Congress or NPC also highlighted its unique role in governing state affairs and announced China's military budget for 2011.

Li Zhaoxing, a veteran diplomat and now spokesman for the country's top legislature.

He said topping the agenda of law-makers this year will be the deliberation and approval of the crucial policy document--the 12th five-year plan.

He said the plan features optimizing the country's growth model...which will mark a shift from rapid economic growth to higher quality growth. The blueprint is also expected to emphasize broader and fairer distribution of wealth.

Li Zhaoxing, Spokesman of National People's Congress, said, "The plan will focus on speeding the transformation of the economic growth pattern, highlighting pro-development policies, and addressing concerns of the people. In deliberating the five-year plan, NPC deputies will adapt to new changes in domestic and international situations and take into account people's desire for better lives."

The former foreign minister also revealed that for 2011, the country's military budget will reach 600 billion yuan, or 90 billion US dollars. That is a 12 percent increase from last year.

Some journalists questioned Li for China's return to double-digit military growth, suggesting it is making some countries in the region nervous.
