The work of the National People's Congress (NPC) continues in the correct direction, with the Party's leadership at its core. Leadership by the Party can only be strengthened, not weakened. Persisting in the correct political direction is the foundation of the positive performance by the NPC. The NPC must integrate the Party's leadership, the people's self-determination and a country ruled by law in order to continue along the path of democratic development.

I have a deep sentiment toward the work report of the NPC Standing Committee on stressing the essential distinction between the NPC deputy and the western congressman. I am an ordinary police officer from Chengdu, and my duty means to be in close contact with and mutually communicate with the public.
In contrast to congressmen in western countries who represent the interests of a certain group or party, the motivation for performing our duties comes from the expectations of the people. Our duties are sacred responsibilities that are bestowed by the people. It is the public's words and complaints as well as the common people's expectations that have touched me and also educated me, urging me to fulfill my duty.

Our People's Congress neither holds parliamentary caucus, nor conducts activities on the basis of functional constituency. Be it in the representative assembly, the NPC Standing Committee or the NPC Special Committee, the seats are not distributed according to partisanship. All deputies, under the leadership of the Chinese Communist Party, perform their duties by law, serving the people. These deputies are highly consistent in terms of fundamental interests.

Having spent many years of my life abroad, I have an even deeper sentiment about the superiority of China's state system. China's national context is different from western countries. Facts have proved that the People's Congress system is totally in accordance with China's national context, and we must adhere to it.

China is in a critical stage to achieve socialist modernization, and we must make sure to not take a wrong turn, as other developing countries have, bringing in a multiple-party system from the West during the course of industrialization and modernization. Such an act only causes the intensification of social conflict, or even long-term social turbulence, stagnation and retrogression of development.
