Ladies and Gentlemen:

Welcome to cover the First Session of the Eleventh National People's Congress (NPC) and the First Session of the Eleventh National Committee of the Chinese People's Political Consultative Conference (CPPCC) to be held in Beijing. The Press Center of the two sessions is located in Media Center (B11 Fuxing Road, Beijing). Staff members of the Press Center are ready to provide you with the best services.

The Press Center will issue press cards and parking permits to you, provide you with documents and other information related with the sessions, release meeting agenda and schedules of press conferences and group interviews and arrange for you interviews with NPC delegates or CPPCC members.

You may visit the website of the Press Center for more information about the two sessions and the services offered by the Center, such as meeting agenda, schedules of press conferences and journalist receptions, arrangement of open delegation meetings, NPC delegation or CPPCC member stations and driving route to the Press Center.

1. Press card and parking permit

Please take your press card to enter the Press Center, the Great Hall of the People (GHP) and the stations of NPC delegates and CPPCC members. One parking permit is valid only for a given car and should be taken to park the car at the designated area. Please well keep the press card and parking permit and do not lend them to others. Please inform us immediately once your press card or parking permit is lost.

2. Notes of covering

1) When covering the meetings, please do not disrupt the meetings.

2) To cover any meeting, it is forbidden to take any weapon or inflammable, explosive and dangerous objects as well as other objects unrelated with the covering activities. Any violation will be handled in accordance with rules.

3. Venues of covering activities

1) The opening and close ceremonies as well as the full meetings of the two sessions will be held at the GHP. Please cover these meetings at the second or third floor of the GHP in accordance with your press card.

2) Press conferences, journalist receptions and group interviews of the two sessions will be held respectively. The press conferences will be held in the press room at first floor of the GHP; journalist receptions will be held in the press room at the first floor and the Golden Hall at the third floor of the GHP; the Press Center will announce venues of group interviews in advance.

3) You are welcomed to cover the entire process of the full meetings and group meetings of the NPC delegates and the group and joint discussions of the CPPCC members open to foreign journalists. The Press Center will announce the venue of such activities in advance.

4) The interviews with NPC delegates or CPPCC members are generally arranged at the Press Center. If the NPC delegates or CPPCC members propose such interviews be held at their stations, the interviews should be made in the public area of the stations. Once the schedule of interview is confirmed, please arrive on time.

4. Entrance time

1) To cover the full meetings of the NPC or CPPCC sessions at the GHP, please enter the meeting room 90 minutes in advance; to participate in the press conferences, journalist receptions and the open meetings of NPC delegations at the GHP, please enter the meeting room 60 minutes in advance. Please pass the security check at the south passage of the east gate to attend the activities held in the GHP.

2) To cover the open delegation meetings at the stations of NPC delegates or CPPCC members, please arrive at the venues 30 minutes in advance to pass the security check.

5. Location within the meeting rooms

1) To cover the NPC full meetings held in the GHP, journalists with G2 and G3 press cards should be seated on the second and third floor respectively. To cover the CPPCC full meetings, journalists with G2 or G3 press cards should both be seated in the journalist area on the second floor. For those who hold the press officer auditing certificates, please take your seats in the foreign guest area on the second floor. Please do not place your cameras in the middle aisle of the meeting room.

If there is any activity close to the media during the sessions, please exit to the designated area outside the meeting room for a rest under the guide of staff members and return to the previous room to continue to cover after such activity ends. Cameras might be left in the meeting room but should be turned off.

2) To cover the press conferences and journalist receptions held in the GHP, please take your seat and place your cameras in the designated area. Please do not take photos at the front rows.

3) Please stay in the public gallery when covering the open delegation meetings of the NPC or the CPPCC group or joint discussions. It is desirable not to raise any question to the NPC delegates or CPPCC members on such occasions so as not to disrupt the meetings.

6. Raising questions at press conferences

You can raise questions with the approval of the host of press conferences. It is desirable that a journalist only raises one question. When asking the question, please first tell the name of the media you represent. Your question should be short and clear.

7. Interview with NPC delegates or CPPCC members

You are welcomed to interview the NPC delegates or CPPCC members.

To interview NPC delegates, please log on http://210.82.31.30/Reporter/application/

To interview CPPCC members, please fill in the interview registration form which is available at www.cppcc.gov.cn/xwzx/ and submit the form online.

Staff members of the Press Center will contact related NPC delegates or CPPCC members in time after receiving your form. With the approval of the NPC delegates or CPPCC members, the staff members will inform you immediately and arrange the interview at the Press Center.

8. Collecting meeting documents

Please collect the documents on the full meetings of the two sessions held in the GHP at the Documents Area for Foreign Journalists which is located at the south side on the second floor of the GHP 45 minutes before the meetings start. You may also ask for such documents after the meetings at the Press Center.

10. Other

1) When making interviews with NPC delegates or CPPCC members outside the east gate of the GHP, please stand at the area in front of the steps so as not to stand in the way of other participants. Please stop the interviews ten minutes before meetings start so that the delegates or members can attend meetings on time.

2) Journalist who temporarily comes to China to cover the two sessions should leave China before your certificate expires.
