In 2010, the strategic partnership between the People's Republic of China and the Federative Republic of Brazil grew further with cooperation deepened on all fronts.
The two countries had frequent high-level exchanges. In February, Chinese President Hu Jintao and Brazilian President Luiz Inacio Lula da Silva had a telephone conversation on the bilateral relations and issues of shared interest. In April, President Hu visited Brazil and attended the second BRIC summit. During the bilateral talks, the two heads of state made positive comments on the development of China-Brazil relations and had an in-depth exchange of views on taking the strategic cooperation between the two countries to a higher level. President Hu and President Lula signed the Joint Action Plan Between the Government of the People's Republic of China and the Government of the Federative Republic of Brazil, 2010-2014. The two sides released the Joint Communiqué Between the People's Republic of China and the Federative Republic of Brazil. In May and September, Vice Chairwoman Uyunqimg of the NPC and State Councilor and Minister of National Defense General Liang Guanglie visited Brazil respectively. In November, the Second China-Brazil Strategic Dialogue and the Political Subcommittee Meeting of the China-Brazil High-level Coordination and Cooperation Committee (the CBHCCC) were held in Beijing, co-chaired by China's Vice Foreign Minister Li Jinzhang and Brazil's Deputy Minister of External Relations Maria Edileuza Fontenele Reis. The two sides spoke positively of the strategic and global significance of China-Brazil relations under the new situation and had in-depth exchanges of views on further growing the bilateral relations as well as major international and regional issues of common interest. The meetings of the Economic and Financial Subcommittee, the Subcommittee on Industry and Information Technology, the Subcommittee on Agriculture, and the Subcommittee on Quality Supervision, Inspection and Quarantine of the CBHCCC also took place in 2010.
The two countries had close cooperation within international organizations and multilateral mechanisms including the UN, the G20, the BRIC, and the BASIC, and maintained sound communication and coordination on major international issues such as the reform of the international financial system, climate change, and cooperation between big emerging countries. Foreign Minister Yang Jiechi had telephone conversations with his Brazilian counterpart Minister Celso Amorim on the Iranian nuclear issue. The two foreign ministries held consultations on African affairs and arms control and non-proliferation.
Positive outcomes were made in China-Brazil practical cooperation. Brazil moved up the ranks as China's ninth largest trading partner while China remained Brazil's largest trading partner and export market as well as the second largest source of imports. Smooth progress was made in major cooperation projects on energy, infrastructure and finance. China's investment in Brazil saw fast growth. The Brazilian GASENE natural gas pipeline constructed by China was completed ahead of schedule and with high quality.
New strides were made in cooperation in science, technology and culture. During President Hu's visit to Brazil, the two sides signed the Action Plan for Cultural Cooperation Between the Government of People's Republic of China and the Government of the Federative Republic of Brazil, 2010-2012, which decided to hold the Cultural Month of China in Brazil and the Cultural Month of Brazil in China. In addition, the two sides signed MOUs on the application policy of data and images produced by the China-Brazil Earth Resources Satellite (CBERS), and the cooperation on space and agricultural sciences. The Brazil Pavilion at the Shanghai World Expo received about 2.64 million visitors. The China-Brazil Center for Climate Change and Energy Technology Innovation was set up at Tsinghua University. The Central Ballet Theater of China had a successful commercial tour in Brazil. The film crew of Brazil's Globo TV came to China to shoot a feature program.(Last Update: 2011/08/22)
