Bilateral Relations between China and Kazakhstan

The strategic partnership between the People's Republic of China and the Republic of Kazakhstan enjoyed comprehensive and in-depth growth with expanding cooperation in all fields in 2010.

The two countries maintained close high-level exchanges and enhanced political mutual trust. On 30 April, President Hu Jintao met with Kazakh Prime Minister Karim Masimov who came to China to attend the opening ceremony of the World Expo Shanghai. From 11 to 12 June, President Hu Jintao paid a state visit to Kazakhstan. He had talks with Kazakh President Nursultan Nazarbayev, and met with Speaker of the Kazakh Senate Kasymzhomart Tokaev, Speaker of the Kazakh Majlis Ural Mukhamedzhanov and Prime Minister Karim Masimov. The two sides had an in-depth exchange of views and reached important agreement on further developing China-Kazakhstan relations and practical cooperation and on other international and regional issues of shared interest. President Hu Jintao made a five-point proposal on developing China-Kazakhstan strategic partnership in an all-round way: enhance high-level exchanges for more strategic mutual trust, expand practical cooperation for more shared interests, promote people-to-people exchanges to enhance traditional friendship, strengthen security cooperation for regional stability and promote multilateral cooperation to safeguard common interests. The two sides issued the Joint Communiqué Between the People's Republic of China and the Republic of Kazakhstan, and signed cooperation agreements in the areas of economy, trade and energy. On 20 July, NPC Chairman Wu Bangguo met with Speaker Kasymzhomart Tokaev on the sidelines of the third World Conference of Speakers of Parliament in Geneva. On 24 November, Premier Wen Jiabao met with Prime Minister Karim Masimov on the sidelines of the meeting of the Council of the Heads of Government of the SCO Member States in Dushanbe. From 9 to 11 November, CPPCC Chairman Jia Qinglin paid an official goodwill visit to Kazakhstan. He met with President Nursultan Nazarbayev, Speaker Kasymzhomart Tokaev, Prime Minister Karim Masimov, and First Deputy Chairman of "Nur Otan" People's Democratic Party Nurlan Nigmatulin and had talks with Speaker Ural Mukhamedzhanov. He delivered a speech entitled "To be Good Neighbors, Good Friends and Good Partners Forever" at the Eurasian National University of Kazakhstan.

When Foreign Minister Yang Jiechi accompanied President Hu Jintao during his state visit to Kazakhstan in June and accompanied Premier Wen Jiabao to the 65th Session of the UN General Assembly in September, he met with Kazakh Secretary of State and Minister of Foreign Affairs Kanat Saudabayev. From 27 to 29 December, Foreign Minister Yang Jiechi paid an official visit to Kazakhstan. He met with President Nursultan Nazarbayev, Speaker Kasymzhomart Tokaev, Speaker Ural Mukhamedzhanov and Prime Minister Karim Masimov, and had official talks with Foreign Minster Kanat Saudabayev. From 22 to 24 February, Foreign Minster Kanat Saudabayev paid an official visit to China. He met with Premier Wen Jiabao and had talks with Foreign Minister Yang Jiechi.

Exchanges between the parliaments, political parties, militaries and local governments of the two countries became increasingly closer. On 2 September, Liu Yunshan, Member of the Political Bureau and the Secretariat of the CPC Central Committee and Head of the Publicity Department of the CPC Central Committee, visited Kazakhstan. He met with Prime Minister Karim Masimov and had talks with First Deputy Chairman Nurlan Nigmatulin. From 27 to 29 May, State Councilor and Defense Minister General Liang Guanglie visited Kazakhstan. He met with President Nursultan Nazarbayev and had talks with his Kazakh counterpart Adilbek Zhaksybekov. From 31 May to 2 June, President of the Supreme People's Court of China Wang Shengjun visited Kazakhstan. He met with Speaker Kasymzhomart Tokaev, Chairman of the Supreme Court Mussabek Alimbekov, and Chairman of the Kazakh Constitutional Council Igor Rogov. Chairman of the Environment Protection and Resources Conservation Committee of the NPC and Vice President of the Chinese People's Association for Peace and Disarmament Wang Guangtao, Chairman of the CPPCC Provincial Committee of Xinjiang Ashat Kerimbay and Vice Chairman of Xinjiang Hu Wei paid visits to Kazakhstan.

Practical cooperation continued to deepen. Vice Minister of the National Development and Reform Commission and Director of the State Energy Administration Zhang Guobao, Vice Minister of Environmental Protection Li Ganjie and Vice Minister of Water Resources Jiao Yong visited Kazakhstan. Prime Minister Karim Masimov visited the Horgos International Center of Boundary Cooperation in China. Vice Minister of Environmental Protection Mazhit Turmagambetov visited China.
