Bilateral Relations Between China and  Namibia

  In 2009, friendship and cooperation between the People's Republic of China and the Republic of Namibia were further strengthened.

  The two countries maintained high-level exchanges and engagements. On 27 February and 24 November, Namibian President Hifikepunye Pohamba sent letters of condolences to President Hu Jintao respectively after the coalmine explosions in Shanxi Province and Heilongjiang Province. Following the flood that hit northern Namibia, President Hu Jintao sent President Hifikepunye Pohamba a message on 19 March to convey sympathy. On 9-15 August, President of the Inter-Parliamentary Union and Speaker of the National Assembly Theo-Ben Gurirab paid a visit to China. NPC Chairman Wu Bangguo and Premier Wen Jiabao had separate meetings with him. From 30 September to 8 October, Founding President of Namibia Sam Nujoma came to China for the celebrations marking the 60th anniversary of the founding of the People's Republic and visited Jiangsu Province and Shanghai. Member of the Political Bureau Standing Committee of the CPC Central Committee Li Changchun met with him. On 9 November, Foreign Minister Yang Jiechi met with Namibian Foreign Minister Marco Hausiku in the margins of the Fourth Ministerial Conference of the FOCAC in Egypt.

  Bilateral business cooperation registered further progress. On 26-27 May, Vice Minister of Commerce Jiang Yaoping led a Chinese government trade mission to Namibia, and signed with the Namibian side the Agreement on Economic and Technical Cooperation Between the Government of the People's Republic of China and the Government of the Republic of Namibia. In addition, China and Namibia signed another two economic and technical cooperation agreements on 9 January and 26 November respectively. The Namibia-related projects set forth during the FOCAC Beijing Summit were well implemented. The three rural primary schools China constructed were completed and handed over to the Namibian side. The hospital project was underway. And Chinese agriculture experts had arrived in Namibia.

  Exchanges and cooperation in other fields were further boosted. Visits to Namibia were paid by a Chinese government cultural delegation led by Vice Minister of Justice Chen Xunqiu and Special Assistant Minister of Culture Li Hongfeng, a Chinese military delegation led by Vice-Admiral Sun Jianguo, Deputy Chief of the General Staff of the PLA, and special representative of the Chinese government on African affairs Ambassador Liu Guijin. On the Namibian side, Commander of the Defense Force Lieutenant General Martin Shalli and other senior officials visited China. In 2009, Gansu Province and Oshikoto Region of Namibia forged a sister province/region relationship, and Lanzhou, Gansu Province and Tsumeb, Namibia became sister cities. In April, the Chinese government provided US$100,000 in emergency cash assistance to help the Namibian government with its post-flood relief efforts in the north of the country. China trained 91 Namibian technical, management and other professionals in 2009.
