BEIJING, Aug. 28 (Xinhua) -- Top legislator Zhang Dejiang Monday joined lawmakers at a group discussion on draft laws on nuclear safety and the national anthem, and draft revisions to a law on small and medium-sized enterprises.

Zhang, chairman of the National People's Congress (NPC) Standing Committee, joined the discussion during the bimonthly session of the NPC Standing Committee that started Monday.

Members of the NPC Standing Committee said a law is necessary to ensure nuclear safety, prevent and deal with the threats of nuclear accidents and protect the environment.

When reviewing revisions to the law on small and medium-sized enterprises, they said the revisions aim to solving difficulties in financing.

It is of great significance to create a law on the national anthem in terms of socialist core values and patriotism. The draft stipulates the proper way and place to sing the national anthem. Violators, including those who maliciously modify the lyrics, will face criminal prosecution and up to 15 days detention.

They suggested that the drafts should be adopted after review at the session.
