Chairman Wu urges local govts to make good start of new 5-year plan

Chairman Wu Bangguo urged local governments to make a good start in implementation of the new five-year plan during his recent visit to North China's Tianjin Municipality.

Wu, member of the Standing Committee of the Political Bureau of the Chinese Communist Party Central Committee, visited the Binhai New Area, a new industrial zone of high technology in Tianjin.

He approved the work that Tianjin municipal government has done and encouraged local officials to do better.

During the annual session of the National People's Congress which closed on March 14, China's new five-year development blueprint was endorsed by the session.

The 11th Five-Year Plan for National Economic and Social Development set an 8 percent growth rate for 2006, and 7.5 percentannually for the five years up to 2010, respectively, by reducing energy consumption and pollutant discharge.

China will adhere to adopt a scientific approach to appraise the economic and social development, Wu said.

"The key for Tianjin's development is to improve capacities forinnovations," he said.

As the economy develops, local governments should attach great importance to social development for building a harmonious society, he said.
