Chairman Wu: China-U.S. exchanges between China-U.S. elected representatives play an "irreplaceable role" in booting ties.

Wu Bangguo said in Beijing Friday that exchanges between China-U.S. elected representatives play an "irreplaceable role" in booting bilateral ties.

Wu, Chairman of the Standing Committee of the National People's Congress(NPC), made the remark during talks with Ted Stevens, acting president of the U.S. Senate who led a senate delegation to China for the third annual meeting with the NPC, China's legislative body.

"The exchange between Chinese and the U.S. elected bodies is a very important part of bilateral relations", Wu said, noting the establishment and development of the exchange mechanism promotes mutual understanding, increases political mutual trust and cements cooperation between the two sides.

Wu also offered proposals to further boost the exchange mechanism. He wants young elected members to participate in the various activities and promote exchanges between the various special committees.

The NPC is willing to work with the U.S. Senate and Congress to step up exchanges and make new contributions to the development of bilateral ties, Wu noted.

"China and the United States, both as permanent members of the UN Security Council and as influential countries in the world, are not only stake holders but also constructive partners," Wu said.

He said the healthy and stable development of China-U.S. relations accords with fundamental interests of the two nations and the two peoples, and also helps peace, stability and prosperity of the region and the world at large.

"China attaches great importance to relations with the United States, and we are very happy to see that with joint efforts of both sides, bilateral relations will maintain a momentum of stable development as a whole," Wu said.

Chinese President Hu Jintao visited the United States in April this year, and reached important consensus with his U.S. counterpart George W. Bush on promoting the China-U.S. constructive and cooperative relations in the 21st century.

"This is of great significance to the long-term development of China-U.S. relations," Wu noted.

Wu said China and the United States should always treat bilateral relations from a strategic height and long-term perspective, stick to the common interests of both nations and expand cooperation in various fields.

The two nations should also respect each other's concerns and handle the differences in a prudent and proper way, he noted.
"China is ready to work with the United States to fulfill the important consensus reached by the two presidents, in an effort to push bilateral relations along the track of constructive cooperation," he noted.

Wu said the Taiwan issue is the key factor which affects the stable development of China-U.S. ties and it is also the great concern of China.

He said China hopes the United States will take concrete measures to fulfill its commitments on the one-China policy, abiding by the three Sino-U.S. joint communiques and opposing "Taiwan independence".

Wu also urged the United States to make more efforts to promote China-U.S. ties and stability across the Taiwan Straits and refrain from sending wrong signals to Taiwan secessionists.

Stevens said the regular exchange mechanism helps the United States and China exchange views smoothly and better understand each other.

He said the U.S. Senate hopes to have regular dialogue and exchanges with China's NPC so as to boost bilateral friendly cooperation and promote China-U.S. ties.
