The National People's Congress (NPC) is the supreme organ of state power. Its permanent body is the Standing Committee of the NPC. The Chairman, the Vice-Chairmen and the Secretary-General of the NPC Standing Committee constitute the Chairmen's Council. The NPC establishes special committees, which work under the direction of the NPC Standing Committee when the Congress is not in session. The NPC Standing Committee maintains administrative and working bodies.
